The Goldwater Institute's recent publication,
"Education
Scholarships: Expanding Opportunities for Students, Saving Taxpayers Money,"
advocates extending Arizona's private school tuition tax credit program
to corporations. Although billed as an "Issue Analysis," the paper fails
to include a substantive policy analysis and largely ignores the complex
educational and legal issues raised by tuition tax credits.
